Polyethylene gas piping for a residential water main?!

A local plumbing firm wants to use horizontal directional drilling under concrete and will then snake in polyethylene for the water main which is typically used for buried gas lines. They claim it is Code Approved under the UPC, yet it appears based upon the red under-markings it is not....

Does your jurisdiction allow polyethylene for residential water mains?
